Role of the Field of Play Manager

 

·      The Board shall appoint the Field of Play Manager. The RV CEO may appoint other people to act in this role where the Field of Play Manager is unavailable to undertake the duties.

 

·      The Field of Play Manager shall

• be a licensed RV Umpire

• have had hands on experience in conducting major rowing events

• have a sound knowledge of the Rules of RV as well as its policies and procedures Rowing Victoria Rule Book.

 

·      In general, the duties of the Field of Play Manager are to ensure that the provisions of the staging agreement with RV are complied with and that the regatta is satisfactorily run both from the safety and competitive points of view.

 

·      The Field of Play Manager will maintain a continual liaison with the Competition Commission.

 

·      The Field of Play Manager shall monitor and report to the RV CEO on the on-water preparations for each RV Event, in particular, addressing issues relating to the responsibilities of the Organising Committee.

 

·      The Field of Play Manager will liaise with RV operations and the Regatta organising committee to ensure safety aspects are satisfactory prior to commencement of the regatta.

 

·      Once the Field of Play Manager is satisfied that the course and event environs meet the requirements of the RV Rules the Field of Play Manager shall declare it fit for use and hand over the course to the President of the Jury for competition. The Jury shall then conduct the regatta in accordance with these Rules.

 

·        If present at the regatta, the Field of Play Manager may attend the first meeting of the Jury and should notify the Jury of any problems that they foresee, either from a safety or competitive point of view. However, the Field of Play Manager should leave the Jury to carry out its role as set out in the Rules of Racing.

 

·      The legal responsibility for matters of safety rests with the Organising Committee and nothing in the Rules of Racing or By-Laws shall be taken as imposing legal liability on the Jury or the Field of Play Manager.

 

·      Within two months of the end of the event, the Field of Play Manager shall send a report to the RV CEO, who shall then forward it to the Organising Committee. The report should set out comments, proposals, and criticisms in a prescribed format
